Kan hopes to apologize to Saga, Genkai leaders
Following the sudden order earlier this month to carry out stress tests on all nuclear reactors, Prime Minister Naoto Kan said Monday he wants to apologize in person to Saga Gov. Yasushi Furukawa and Genkai Mayor Hideo Kishimoto for any confusion over the issue of restarting two reactors at the prefecture's Genkai nuclear plant.
At the same time, Kan, who made the remarks before the House of Councilors Budget Committee, insisted the additional stress test safety assessments are supported by "many Japanese people."
The government's sudden announcement July 6 that the tests will be conducted at all nuclear power plants came after it had earlier said sufficient steps had been taken to restart and safely operate two nuclear reactors suspended for checks at the Genkai facility.
The flip-flop triggered a backlash from the two officials and caused them to retract or put off decisions to approve the rebooting of the two reactors in the near future.
The Genkai reactors would have been the first to be reactivated since the March 11 earthquake and tsunami disaster triggered a nuclear power crisis at the Fukushima No. 1 nuclear plant. Earlier reports said the pressure vessel of the plant's 36-year-old reactor 1, which is currently operating, may contain a manufacturing flaw.

「国内すべての原子炉でストレステストを実施すると今月突然の指示を出したのを受けて、菅総理は、佐賀県の古川康知事と玄海町岸本英雄町長に、玄海原発２基の再稼働の問題で混乱させたことに対して、個人的に謝罪したいとの意向を２５日示した。

玄海原発は福島第一原発事故を引き起こした３月１１日の地震と津波発生以来、国内初の再稼働原子炉となるはずであった 。建設されてから３６年になる現在稼働中の1号機の圧力容器には異常があるかもしれないと初期の報告で分かっている。」
