野田総理は英語が得意 [野田佳彦内閣]

野田総理が英語のブログを立ち上げた。

この英語のブログ、野田総理本人が書いているのか、それとも英語のできる官僚が書いているのかはわかりませんが、野田総理自身、英語が得意のようです。

実は野田首相、総理大臣に就任する前、財務大臣時代に自身のブログで、イギリスの経済誌エコノミストのある記事のことを詳しく取り上げているのです。エコノミストは英語で書かれている雑誌ですから、この雑誌を読んでいるということは英語がわかるということです。

このブログで野田総理は、エコノミストが特集した記事Turning Japaneseを読み、大変衝撃を受けたと述べています。そしてところどころを翻訳しながら記事の内容を詳しく紹介しています。

このTurning Japaneseという記事では、今、経済危機に直面している欧州とアメリカのリーダーたちに大胆な提言をして、一時しのぎの対応をしていたのでは、今の日本の二の舞になってしまうと、日本がよくない見本にされているものです。この英文記事(全文)は以下の関連サイトに載っています。

野田佳彦首相が英語のブログを立ち上げた。

これまでの首相の中で英語でブログを書いた首相がいたのかどうか分かりませんが、日本語と英語の両方のブログを書くとは、野田総理もリップサービス精神がかなり旺盛のようです。

英語のブログだと国内のみならず、海外からもかなり反応があると思います。

この英語版ブログにはEnglish translated in this blog is provisional translation. と書かれているので、日本語版の暫定的な訳のようです。野田総理本人が書いたのか、側近の人が書いたのかは定かではないが、これを機会に、英語と日本語を見比べて、英語と政治の勉強をしてみるのもいいのでは。

Prime Minister Yoshihiko Noda’s blog is now available in English, the Prime Minister’s Office said Thursday. Noda launched his Japanese blog on Monday. The Prime Minister’s Office said Noda will update the blog once a week.

In his opening English blog, Noda writes: “Hello to all the Japanese people. I am Yoshihiko Noda, appointed Prime Minister recently. Taking a lesson from some of the prime ministers who preceded me, I have decided to launch this blog in order to convey to you, the public, the job performance of the Noda Cabinet.”

野田佳彦首相のブログが英語で読めるようになったと首相官邸は伝えている。野田総理は12日に日本語のブログを立ち上げた。ブログの更新は1週間に1回とのこと。

英語ブログのオープニングで、野田総理は次のように述べている。

「国民の皆さん、こんにちは。このたび、内閣総理大臣を拝命しました野田佳彦です。国民の皆さんに、この内閣の仕事ぶりをお伝えするために、歴代の先輩総理にならって、まずはブログを始めてみることにしました。」

枝野幸男が経済産業相に [野田佳彦内閣]

失言問題で辞任した鉢呂吉雄前産業相の後任に枝野幸男前官房長官が起用された。

枝野幸男氏(47)は弁護士から政治家に転向、菅直人政権時には官房長官を務め、大災害発生後の疲れを見せない記者会見で一躍有名になる。

鉢呂氏は福島第一原発周辺地域の立ち入り禁止区域を「死の街」だったと述べたり、視察後東京都内で記者に「放射能をうつす」などの冗談を言ったりした失言が問題となり、辞任したもの。

枝野氏の起用で野田内閣は汚名挽回が出来るか、ドジョウ総理の腕の見せ所である。

Noda to appoint Edano as next industry and trade minister

Yukio Edano, the face of Japan’s government following the March earthquake-tsunami and Fukushima nuclear crisis, will be named new industry minister on Monday, media reports said.

Prime Minister Yoshihiko Noda will appoint Edano as the minister for economy, trade and industry, replacing Yoshio Hachiro, who resigned late Saturday after a series of gaffes, public broadcaster NHK and Jiji Press said.

Edano, 47, a lawyer-turned politician, was chief cabinet secretary in the previous government of Naoto Kan and became known for his tireless press conferences following the disasters.

Hachiro, 63, on Saturday stepped down from the post in an early embarrassment for Noda’s government, after describing the no-go zone around the disaster-hit Fukushima nuclear power plant as a “town of death.”

He also reportedly joked to a handful of reporters on his return from Fukushima that he would infect them with radiation from his clothing.

野田政権発足わずか9日目で、またも閣僚が失言が原因で辞任するというお決まりの失態を繰り返している。

「日本の閣僚、放射能ジョークで辞任」―ニューヨーク・タイムズ

鉢呂吉雄経済産業相が「放射能をうつす」発言で辞任に追い込まれた。

今回の鉢呂氏の辞任劇をニューヨーク・タイムズ東京支局長のMartin Fackler氏が伝えています。

失言その1ー「放射能うつすぞ」

The problem began on Thursday, after Mr. Hachiro returned from a trip to evacuated areas around the stricken Fukushima Daiichi nuclear plant. According to Japanese newspaper reports, Mr. Hachiro, who was wearing protective clothing, moved as if to wipe his sleeve against a reporter and jokingly said, “Look out, radiation!”


「問題が起きたのは9月8日。鉢呂産業相が福島第一原発周辺の避難地域視察から戻ってきたときのこと。日本の報道によると、防護服を着ていた鉢呂氏は、防護服のそでを記者の1人にこすり付けるようなしぐさをして「ほら、放射能だ」と冗談を言ったという。」

失言その2ー避難地域は「死の町」

Earlier on Thursday, Mr. Hachiro had raised eyebrows by calling the evacuated communities around the plants “dead towns,” a statement seen as insensitive to the approximately 80,000 people who had been driven from their homes by the nuclear accident.

「9日午前の記者会見で、鉢呂氏は原発周辺の避難地域を「死の町」だったと、原発事故により自宅から避難しているおよそ8万人の避難者に対して無神経だと思われる発言をして、世間の非難を浴びた。」


いくら冗談で言ったとはいえ、福島の被災者の神経を逆なでした代償はあまりにも大きすぎたようだ。 内閣発足時からこのような失態を犯しているようでは、せっかく捕まえたドジョウが手から逃げていくことになる。民主党最後の首相とならないよう、ドジョウ総理の泥臭い政治に期待したい。

放射能をうつしてやるで辞任 [野田佳彦内閣]

船出してから1週間しか経っていない野田新内閣だが、早くも閣僚の不用意発言でいきなりつまずきを見せたようだ。

鉢呂吉雄経済産業相が、福島第1原発の視察を終えて、記者団に次のように話したという。

「残念ながら、周辺市町村の市街地は人っ子一人いない『死の町』だった」

“Unfortunately, there was not a soul in sight in the streets of the surrounding towns and villages. It literally resembled something of a ghost town.”

それから、鉢呂氏は報道陣の1人に近づき防護服をなすりつけるしぐさをして「放射能をうつしてやる」という趣旨の発言もしたと言われている。

Hachiro made as if he was to rub his jacket against a journalist, while making a remark to the effect that “I will infect you with radiation.”

台風12号の被災地を視察中の野田首相は、「それは不穏当な発言ですね。謝罪して訂正してほしいと思います」と語った。

鉢呂氏は同日午後の会見で、「死の町」発言については「被災地の皆さんに誤解を与える表現で軽率だった。発言を撤回したい。大変申し訳ない。」と早々と謝罪会見をした。

“I sincerely regret that the expression has caused some misunderstanding among people in the disaster area and I want to retract the expression,” he told another news conference. “I am extremely sorry.

自民党は鉢呂氏は大臣としての資格がないと厳しく非難、首相の任命責任を追及する構え。

1週間で船出したばかりの野田内閣にとっては、身内から出たいきなりのつまずきとなった。

ドジョウ総理はこの問題をどう処理するのか、注目していきたい。

Industry minister under fire for 'ghost town' slur


Japan’s new industry ministry provoked anger Friday when he described the area around the crippled Fukushima nuclear power plant as a “ghost town,” the latest gaffe by the week-old government.

Yoshio Hachiro, the minister of economy, trade and industry, was quick to apologize for the remark and retract it. But opposition parties criticised Prime Minister Yoshihiko Noda for appointing him to the post.

Hachiro, who accompanied Noda on a tour of the plant and its vicinity on Thursday, told a news conference: “Unfortunately, there was not a soul in sight in the streets of the surrounding towns and villages. It literally resembled something of a ghost town.”

Kyodo news agency also quoted witnesses saying that after his visit to the plant, Hachiro made as if he was to rub his jacket against a journalist, while making a remark to the effect that “I will infect you with radiation.”

The “ghost town” comment was widely seen as insensitive at a time when the government cannot provide residents who have been forced to evacuate with a firm timetable for their return.

Noda, touring a western Japan region hit by a recent typhoon, told media that Hachiro’s expression was “inappropriate” and should be corrected with an apology.

Leaders of the main opposition Liberal-Democratic Party called Hachiro “unqualified as a minister.”

Ichiro Aizawa, the LDP chief of parliamentary affairs, told reporters: “We have no choice but to address the responsibility of the prime minister for appointing him.”

Out of Noda’s 17-member cabinet, 10 including Hachiro are newcomers to ministerial posts.

His defense minister has described himself as an “amateur concerning security,” while his health minister, an avowed anti-smoker, called for further increases in the tobacco tax although the matter is outside her jurisdiction.

Hachiro, 63, a former socialist party member who switched to the now ruling Democratic Party of Japan in 1996, responded swiftly.

“I sincerely regret that the expression has caused some misunderstanding among people in the disaster area and I want to retract the expression,” he told another news conference. “I am extremely sorry.

“I wanted to say that we will strongly enforce decontamination measures so that evacuated people can return to their towns.”

野田佳彦首相が、民主党代表選で、代表選出の決め手となったあの名セリフがTimeのQuotes of the Dayに載りました。

それは、「私は泥臭く国民のために汗をかく」です。英語では次のようになっています。

I will stink of mud and work until I sweat on behalf of the people.

◆野田首相の自嘲的なユーモアのセンス(self-deprecating sense of humour)、世界的に有名になってしまったようです。

野田総理の情報源 [野田佳彦内閣]

野田佳彦首相も読んでいる英誌エコノミスト

今までほとんど知名度のなかった野田首相だが、あのドジョウ発言で一躍、日本のみならず、海外からも注目されるようになってきた。

イギリスの経済誌エコノミストはかなり精力的に野田氏のことを記事にしています。8月29日号では、A fish called Nodaという記事を載せています。A fish called Nodaとは「ドジョウ総理」のことを言っているようです。

この記事の中で、野田氏がエコノミストのある記事を読んで衝撃を受けたことが書かれています。恐らく、野田氏はエコノミストを定期購読しているのでしょう。この雑誌から様々な情報を収集しているようです。

野田氏が衝撃を受けたのは、Turning Japanese 「日本化する欧米諸国」という記事です。この記事が載ったときの表紙のイラストもかなり強烈なインパクトがありました。

野田氏は自身のブログー野田よしひこ かわら版「私の覚悟」でエコノミストの記事のことをかなり詳しく取り上げていました。

このブログを書いたときは、財務大臣でしたが、さすが経済通のことだけあり、外国の経済誌をよく読んでいるようです。こういう記事を読んでいるということは、野田氏は英語が得意なのでしょう。日本のマスコミは野田氏の語学力についてはあまり触れていませんが、松下政経塾の出身者となれば、英語が出来て当然なのでしょう。

さて、野田氏が自身のブログで紹介している"Turning Japanese"とはどういう記事内容なのかは、野田氏のブログを読めばわかりますが、この記事にかなり衝撃を受けたと書いています。財務大臣として大変有益な記事だったのでしょう。この記事の一部を翻訳するなど、かなり力を入れて紹介しています。

実は私も以前このエコノミストの記事をブログー日本は反面教師かで取り上げたことがありますが、今や日本は世界から悪い見本として見られているようです。

この記事の日本語訳はJB Pressに載っているのですが、会員登録をしていない人は、一部しか見れないようです。

A fish called Nodaの記事の中で、Turning Japaneseを読んだ野田氏の感想を次のように書いています。

"I feel very keenly the eyes of the foreign media on our country. And I think a lot of Japanese people feel that things aren not working the way they should . When the time comes, I will put myself forward."

「わが国に対する海外メディアの厳しい視線を強く感じました。そして「やるべき事をやっていない」と多くの国民の方々こそが思っているのではないでしょうか。時機が来れば、私は先頭に立つ覚悟です。」

8月15日に書かれた野田氏の「私の覚悟」というブログ、Turning Japaneseというエコノミストの記事を読んで大変衝撃を受けたという感想とともに、ここで事実上の代表選への立候補をしたのでしょう。

大げさに言えば、野田佳彦総理大臣が誕生するきっかけを作った記事とも言えるのではないでしょうか。

このかわら版の記事は野田事務所のボランティアの人たちによって、千葉県の主要駅で配布されているようですから、千葉県民のかなりの人たちは、すでにこの記事を目にしているかと思います。

まさに想定外の結果となった。

大方の予想を覆して、野田佳彦氏が次の首相に決まったのだ。

先に行われた民主党代表選では、小沢派の支持を受けた海江田万里氏が有力と見られていて、海江田(親小沢)対前原(脱小沢)の戦いと見られていた。

ところが、第一回投票で野田氏に予想を上回る票が入り、前原氏を抜いて何と第2位に躍り出た。それとは対照的に海江田氏は思ったほど票は伸びなかった。

結局、代表選は歴史的な「大逆転」で幕を閉じた。この大逆転の裏側にある民主党が抱えている大きな問題は一体何なのか。野田氏はこの国難を乗り切れるのか。

米紙ワシントン・ポストが社説で野田総理誕生のことを取り上げています。

まず冒頭で次のように述べている。

HAD JAPANESE VOTERS had a say, their new prime minister would be former foreign minister Seiji Maehara. In a recent poll, Mr. Maehara scored 40 percent — the only one of five candidates to rank in double digits. The runner-ups in the survey were tied at 5 percent.

「もし日本の有権者が投票したら、新総理には40パーセントの支持率を獲得していた前原誠司前外務大が選ばれていただろう。前原氏は5人の候補者の中で、ただ1人2桁台の支持率を獲得していて、他の4人いずれも5パーセントだった。」

But the next prime minister was chosen by 398 ruling-party legislators. And they went for someone who polled even below the 5 percenters, finance minister Yoshihiko Noda. Mr. Noda, as The Post’s Chico Harlan reports, campaigned by comparing himself to a loach, an ugly bottom-feeding fish.

“My looks are not great,” Mr. Noda said. “If elected, I wouldn’t have a great support rate.”

野田新総理の第一の務めは、鳩山由紀夫、菅直人と2代続いたような短命政権に陥らないようにすることだ。」

今回の代表選については次のように書いている。

「今回の代表選の結果は、民主党にとって決して喜ばしいものではない。というのは、代表選の争点は政策やリーダーシップ能力ではなくて、親小沢か脱小沢かが争点となり、党内の亀裂が表面化てしまった。前原氏は支持率が最も高かった候補者だったが、脱小沢を掲げたため、落選した。しかし、親小沢の海江田氏も思ったほどの票を獲得できなかった。」

最後に次のような内容で記事を終えている。

Japan remains the world’s third-largest economy and America’s most important ally in Asia. Its political paralysis has implications well beyond the island nation of 126 million people. So we hope Mr. Noda can prove the pessimists wrong and slow the leadership merry-go-round. Congratulations to the loach, in other words; long may he rule.

“My looks are not great,” Mr. Noda said. “If elected, I wouldn’t have a great support rate.”

Given the disdain in which most Japanese hold both the ruling and opposition parties (with 18 percent and 15 percent approval ratings, respectively) and most of their leaders, that was an odd thing to boast about. But it’s one campaign promise that, if recent history is prologue, seems likely to be fulfilled.

Mr. Noda will take office at a time of perpetual crisis in Japanese politics. Reeling from a massive earthquake in March, an economy that has been underperforming for two decades and a fiscal debt that dwarfs America’s as a share of the national economy, Japan badly needs strong leadership. But Mr. Noda will be the sixth prime minister in five years. One primary task will be simply to avoid the one-year-and-out fate of his ineffectual predecessors.

The circumstances of his election don’t bode well. The contest hinged not on issues or leadership ability but on internal feuding involving Japan’s longtime power broker, Ichiro Ozawa, who is under indictment in a fundraising scandal but retains the loyalty of the largest faction of ruling-party legislators. Mr. Maehara, the most popular candidate, refused to buckle to Mr. Ozawa and so proved unelectable. Mr. Noda was not the boss’s first choice, either, but he was less noxious to Mr. Ozawa and squeaked in when Mr. Ozawa couldn’t muster sufficient votes for his own favorite.

To the extent that Mr. Noda has a policy record, it is as a somewhat nationalistic (his victory has set off alarms in South Korea and China) fiscal hawk who will favor an increase in the consumption tax to help pay for earthquake rebuilding and debt reduction. This is a position favored by some economists, who say that Japan simply can’t afford to keep borrowing. But it also could sharpen the contradictions within Japan’s economy, which is already export-addicted and consumption-averse. The merits of the argument may prove irrelevant, since Mr. Noda may not be able to unite his party behind a clear platform, much less steer it through the upper house of parliament, which the opposition Liberal Democrats control.

'First lady' Hitomi Noda prefers to stay out of limelight


Japan’s new “first lady,” Hitomi Noda, has seldom been seen in the media with her husband, new Prime Minister Yoshihiko Noda. According to people who know her, she is the ideal housewife and will be a pillar of support for her husband.

The newspaper Sports Nippon on Wednesday carried a short story on Mrs Noda, one of very few articles about her to appear in print. The story quotes her friends as saying that singing is Hitomi’s hobby and she is a very able party organizer. She was host for a meeting for wives of Democratic Party of Japan members a few years ago and one of the participants thought that she was a professional hostess before she introduced herself.

Hitomi kept a low profile during her husband’s campaign last weekend. She mainly just bowed to supporters at the entrance of campaign headquarters and did not go on stage with him.

While supporting her husband’s political career, she raised two sons—one is a university student and the other is in high school. When Noda’s father was suffering from a terminal illness, she took care of him at his home.

When a reporter asked Noda if he will take his wife with him on overseas trips, he smiled and said, “We will need a domestic alliance first.”

新ファーストレディーは控えめ良妻賢母タイプ 

ファーストレディーとなった野田佳彦新首相夫人の仁実さん(48)は、表舞台にほとんど出ないが「家事をてきぱきとこなす良妻賢母タイプ」(地元支援者)。激務が待っている野田氏を内側からしっかり支えてくれそうだ。

 関係者によると、仁実さんは合唱が趣味。歌っている姿と美声に野田氏がほれこんだという。数年前に開かれた民主党の議員夫人らの会合では司会を務め、自己紹介するまで「てっきりプロの司会者と思った」(参加者の一人)というほど人当たりもいい。

 ただ、野田氏の選挙では決して出しゃばらない。地元の千葉県議は「集会ではステージに上がらず、入り口付近で支援者に頭を下げ続けていた」と話す。

 夫の政治活動を陰で支えつつ、大学生と高校生2人の息子を育てた。野田氏の父親が病気で倒れた際は、自宅で看病もした。

 30日の記者会見で、国際会議に夫人を同行させるかと質問された野田氏は「家庭内連立からスタートしないと」と笑みを浮かべた。

この部分はいわゆる「良妻賢母」のことを表していると思われるが、「良妻賢母」は一般的には a good wife and a wise motherというようです。そのほか、trophy Stepford wifeとも言うようですが、これはThe Stepford Wivesというアメリカの映画のタイトルから来ている表現のようです。
